In Ukraine, new rules for booking mobile operators and providers have been introduced.


Changes in the booking of employees of mobile operators and Internet providers
The Cabinet of Ministers of Ukraine has made changes to the procedure for booking employees of mobile operators and Internet providers who are subject to conscription, in order to ensure the stability of the internet and communication during power outages.
'Employees of telecommunications service providers who build energy-resilient networks and networks on highways and national roads will be subject to booking. For this, a decision from the Ministry of Digital Transformation and the consent of the head of the enterprise are required,' the announcement states.
The introduction of this decision will contribute to the uninterrupted functioning of critically important telecommunications infrastructure and the increase of digital resilience of the country during martial law.
Enterprises wishing to book employees of construction crews must meet certain requirements:
- Inclusion in the list of critically important enterprises of the Ministry of Digital Transformation that build networks based on xPON technology.
- Having approved construction plans for xPON networks for at least a year.
- Mobile operators will be able to book employees of construction crews that create energy-independent networks on highways and national roads.
The booking of construction crews will be carried out through the Diya system, similar to the booking of emergency recovery services. The Ministry of Digital Transformation will form the list of enterprises and criteria for their inclusion. In case of failure to perform the planned construction works, the provider or operator will be removed from the list, and the booking of employees will be canceled.
