Changes in Housing Subsidy Rules
In 2025, the rules for providing housing subsidies will change - they will now be assigned based on a unified approach taking into account the family's income.
According to pension expert and journalist Serhiy Korobkin, over 42 billion UAH is provided in the budget for 2025 to cover subsidies and benefits, which is 18% less compared to 2024 when nearly 50 billion UAH was allocated.
'Most beneficiaries were already receiving subsidies based on this principle, that is to say, depending on income, however, some categories were granted them without taking into account the family's income,' notes Korobkin.
According to him, the changes will affect rehabilitated persons, those affected by the Chernobyl disaster of categories 1 and 2, some relatives of deceased persons associated with the Chernobyl disaster, individuals who became disabled during military service, family members of those killed during military service, and other categories.
Importantly, individuals who were assigned subsidies before December 31, 2024, will continue to receive them under the old rules until the end of the heating season - April 30, 2025. Furthermore, the new approach will not apply to combatants and individuals with disabilities resulting from the war.
According to Cabinet Resolution No. 1553, in 2025, benefits will be provided if the average monthly total income of the family per person over the past 6 months does not exceed 4240 UAH.
