Embezzled a Million in Procurements — Official Detained in Kyiv.

A female official of the Shevchenkivskyi District State Administration has been detained in Kyiv on suspicion of embezzling over a million hryvnias of budget funds. She is the acting head of the Department of Urban Development, Architecture and Land Use, suspected of being involved in fraudulent activities during the procurement of equipment for heat points.

This was reported by the Kyiv City Prosecutor's Office on Friday, July 11.

Case Details

The preliminary investigation established that the department purchased modular blocks of heating systems at significantly inflated prices. Suppliers bought the equipment directly from the manufacturer, and later artificially increased the price through a series of controlled companies—on average by 117 thousand hryvnias per unit.

Interestingly, even before the official contract was signed with the manufacturer, the entrepreneurs already specified particular addresses where these modules would be installed, indicating a pre-planned scheme.

In total, the department received 9 modular blocks for an overall inflated amount exceeding 1 million hryvnias.

The official was detained under Article 208 of the Criminal Procedure Code of Ukraine, and she has been notified of the suspicion.

It is noteworthy that the Kyiv Prosecutor's Office, in collaboration with the State Bureau of Investigations, the National Police, and the Security Service of Ukraine, uncovered a large-scale system of abuses within municipal enterprises and structural divisions of the Kyiv City State Administration. This embezzlement caused the city budget losses of at least 196.4 million hryvnias.

Moreover, the investigators have submitted 18 indictments concerning 20 employees of 'Kyivzelenbud' to the court. According to the investigation, their actions caused losses to the municipal enterprise totaling 8.5 million hryvnias.
