Ukraine is facing a problem in the pension system and the economy as a whole: only 40% of the working-age population have official jobs. President of the Confederation of Employers of Ukraine Oleksii Miroshnychenko points out that it is necessary to attract at least 3 million official workers. Not only men of conscription age work in the shadow labor market but also women, people with disabilities, and pensioners.

'We studied the experience of the Netherlands, where 82% of the population works and another 3% are looking for work, meaning practically 85%. Compare this with our figures: less than 40% and 85%. Everyone works there, while here - less than a third,' noted Miroshnychenko.

The problem with pension provision is confirmed by the fact that a third of all pensions are paid from donor funds. Under such conditions, with the expected consumer inflation exceeding 12% and minimal economic growth, the state will be forced to take unpopular measures: increase the retirement age, raise taxes or reduce payments.

The expert emphasizes the necessity of using the example of the Netherlands, where people who can work but do not want to, are not paid benefits. This applies even to people with disabilities, for whom special employment conditions are created. Ukraine needs to address the job search for 2.83 million potential workers with disabilities, of whom only 14-18% are employed.

To stabilize the pension system, it is necessary to attract more official workers. The experience of the Netherlands shows that refusing benefits can encourage people to actively seek work. Ukraine needs to develop and implement more effective employment programs for people with disabilities and other social groups.
