New reservation procedure: head of TCC told what has changed since December 1.


As of December 1, Ukrainian enterprises with the right to deferment from mobilization must reserve their employees according to a new procedure. It has become more transparent and automated, as well as more demanding on enterprises that want to retain critical status. This was reported by Oleg Tymoshenko, head of the Cherkasy United City Territorial Recruitment and Social Support Center (TCC and SSP).
Oleg Tymoshenko explained that the changes relate to the reservation of two types. The first type is related to mobilization tasks, such as ensuring critical services or fulfilling state contracts. The second type is the reservation of critical enterprises that provide services or are important for the economy.
Previously, enterprise managers could independently choose three criteria to obtain critical status. In the new procedure, in addition to mandatory criteria (minimum wage and absence of tax debts), the manager can choose a third criterion from the list.
The new rules also provide for a monthly inspection of critical enterprises to verify compliance with the criteria. If an enterprise does not meet the requirements, its critical status is revoked. This was reported by Oleg Tymoshenko.
Tymoshenko also noted that by February 28, enterprises must arrange the reservation of employees according to the new rules. The procedure is carried out using the 'Diia' application and includes the electronic submission of lists and automatic verification through the unified register system.
The Ministry of Defense of Ukraine is also planning to implement new mechanisms to engage citizens for military service instead of compulsory conscription. Previously, Ukraine planned to mobilize 160 thousand people, but military experts doubt that this goal will be achieved.
