Bullying in schools. The number of cases registered by the police increased by 1.5 times in 2025.


During the first four months of 2025, 130 cases of bullying were recorded in Ukraine. On average, the police write up 32 protocols regarding this phenomenon each month, which is 15% more than the previous year. More than half of the protocols are filed against minor schoolchildren and teenagers aged 14 to 16. However, a decision was made in only 48% of cases.
"The police identified 130 administrative offenses for bullying in the first four months of 2025. This averages to 32 protocols per month – 15% more than in the 'pre-war' year of 2021," the message states.
Increase in bullying cases
The number of protocols for bullying sharply decreased during the war in 2022, down to 10 cases per month. However, in 2024, this figure rose to 22 protocols per month, and in 2025 it is already nearly 1.5 times more. There has also been a noticeable increase in bullying committed by teenagers.
Analysts add: "This year, there is more punishment for the concealment by school heads of cases of bullying. In 2025, there have already been 11 such cases (9% of the total). Compared to previous years, the number of 'group' bullying or repeated harassment by teenagers has decreased.
Data released shows that the Ukrainian police recorded an increase in bullying cases in recent years, particularly among teenagers. Analysts point out the reduction in 'group' bullying but an increase in cases of harassment for which school leaders are held accountable.
